In an effort to encourage pedestrians to notice and adhere to the new pedestrian signals installed in Bakersfield, Calif., 1958, pedestrians who attempted to cross against the lights were sprayed in the eyes with a vinegar and water solution. This program was abandoned after just a few short weeks.
Imagine the lawsuits that would occur if this type of program were implemented today? Nice Econolite exposed tube neon ped though.

Could you imagine something like that in New York? lol 2 seconds after the spray, the sprayee would would punch the sprayer right in the nose! But that is a nice ped signal there. When you can send me a copy.

I think they had some automated setup to spray the unsuspecting rebel pedestrians. I don’t care where or when you are, if some stranger comes up to you and sprays something in your eyes, that stranger isn’t going to make too many friends.
